2017年5月1日，XX省某某通信工程有限公司将约100公里通信工程包给原告承建，原告于2017年5月16日正式开工。后XX省某某通信工程有限公司工程负责人涉嫌犯罪被公安机关刑拘，导致包括原告在内，现场还有其他标段工程项目全部停工。因为发包方没有支付任何工程款，导致本项目所有施工方出现欠薪，并引起数百名农民工到当地县政府上访，一度使政府人员办公受阻，社会影响恶劣。
